USM Providing Expert Advice to Local, Regional, and National Government

In 2024, Universiti Sains Malaysia continued to strengthen its role as a trusted partner in providing expert advice to government bodies at the local, regional, and national levels. These engagements demonstrate how the university translates academic expertise into policy guidance, committee participation, and evidence-based recommendations that inform public decision-making.

At the local level, the River Engineering and Urban Drainage Research Centre (REDAC) at USM provided technical expertise and policy advice to local authorities in Penang through its Deputy Director, Ir. Ts. Dr. Chang Chun Kiat, who served as Vice Chairman of the Institution of Engineers, Malaysia (IEM) Penang Branch) for the 2024/2025 term. In this capacity, Dr. Chang represented REDAC and USM in advisory discussions with Majlis Bandaraya Pulau Pinang (MBPP) and the Department of Irrigation and Drainage, focusing on sustainable flood control, river engineering, and drainage system improvements. His participation ensures that local planning and infrastructure projects are supported by scientific research and sustainable design principles.

At the regional level, Associate Professor Dr. Geshina Ayu Mat Saat from the School of Health Sciences provided expert policy advice on cyberbullying prevention and digital safety. Quoted by The Star on 12 July 2024, she advised government agencies, policymakers, and the Malaysian Communications and Multimedia Commission (MCMC) on strengthening cybercrime legislation and filling legal gaps in online protection, particularly for children. Her research informed regional enforcement discussions and contributed to shaping preventive frameworks under Malaysia’s broader digital safety agenda.

At the national level, USM worked closely with the Ministry of Science, Technology and Innovation (MOSTI) through the 19th International Symposium on Biopolymers (ISBP 2024). The symposium served as a policy consultation platform under the National Biotechnology Policy 2.0, bringing together researchers, industry leaders, and government representatives to discuss biopolymer innovation, sustainability standards, and circular economy strategies. USM experts presented evidence-based recommendations that support national policy implementation and green industry development.

Through these three levels of engagement, USM demonstrates an ongoing institutional commitment to providing expert advice to government and contributing to evidence-based policymaking for sustainable development.
